General Description

The Territorial Auditor is the senior administrative officer of the Territorial Audit Office (TAO), an independent agency that operates under the authority of the American Samoa Government. The role is critical in ensuring accountability, transparency, and integrity in the financial operations and programs of the American Samoa Government. The Territorial Auditor is responsible for overseeing the execution of audits, investigations, and assessments of government operations to ensure compliance with laws, regulations, and the efficient use of public resources. This position provides expert advice to governmental bodies on financial matters and is a key player in promoting public trust in government functions.



Key Duties and Responsibilities


Leadership and Management:

  • Provide strategic leadership and oversight for the Territorial Audit Office (TAO), ensuring that the office’s operations are aligned with the mission of promoting transparency and accountability in government.

  • Establish and maintain a high standard of professionalism, independence, and objectivity in all audit activities.

  • Manage the performance of all audit staff, overseeing staffing, training, and professional development to ensure a capable and effective team.

Audit Planning and Execution:

  • Develop, implement, and monitor the annual audit work plan for the TAO, ensuring that audits address the most critical areas of government operations, programs, and financial activities.

  • Supervise and conduct a broad range of audits, including performance audits, financial audits, compliance audits, and special investigations.

  • Ensure audits are performed in accordance with generally accepted government auditing standards (GAGAS), American Samoa laws, and international auditing standards.

Audit Reporting and Recommendations:

  • Lead the preparation of comprehensive and transparent audit reports that provide findings, conclusions, and actionable recommendations for improving government efficiency and financial integrity.

  • Present audit findings and recommendations to the Governor, Legislature, and other stakeholders in a clear and concise manner, highlighting any risks or areas of concern.

  • Monitor the implementation of audit recommendations, ensuring that corrective actions are taken by relevant government agencies.

Compliance and Financial Oversight:

  • Assess the financial integrity of government programs and operations, ensuring compliance with laws, regulations, and policies that govern public spending and management.

  • Evaluate the effectiveness of internal controls, identifying vulnerabilities and areas for improvement in government financial systems.

Collaboration and Communication:

  • Collaborate with other government agencies, legislative bodies, and external audit entities to promote accountability, share audit findings, and provide expert advice on financial and operational matters.

  • Establish and maintain relationships with external stakeholders, including federal agencies and external auditors, to enhance the effectiveness of audits and investigations.

Budget and Resource Management:

  • Oversee the budgeting and resource allocation for the TAO, ensuring that resources are used efficiently and in alignment with audit priorities.

  • Monitor the financial performance of the office, ensuring that expenditures are within budgetary limits and support the office’s objectives.

Independence and Integrity:

  • Maintain the independence of the TAO from political and external influence, ensuring unbiased and objective audits.

  • Foster a culture of ethical conduct, integrity, and accountability within the office and across the government entities under audit.

Public Advocacy and Education:

  • Engage in public outreach to educate citizens and government officials about the importance of governmental accountability, transparency, and the role of the TAO.

  • Provide expert advice and support to legislative and executive branches regarding government financial management and best practices.



Knowledge, Skills, and Abilities

  • In-depth knowledge of government auditing principles, practices, and standards, including generally accepted government auditing standards (GAGAS).

  • Comprehensive understanding of the legal and regulatory frameworks governing American Samoa Government operations, public financial management, and accountability.

  • Strong knowledge of financial management systems, budgeting, and government procurement processes.

  • Familiarity with the challenges and operational complexities specific to American Samoa's governmental functions and financial management.

  • Exceptional leadership, management, and supervisory skills, including the ability to manage multiple projects and priorities.

  • Strong analytical and problem-solving skills, with the ability to assess complex data and translate it into meaningful findings and recommendations.

  • Excellent written and verbal communication skills, including the ability to prepare clear, concise, and actionable audit reports and communicate findings to stakeholders at all levels.

  • Advanced skills in using audit software and other relevant financial management tools.

  • Ability to maintain impartiality and independence in the face of political, organizational, or external pressure.

  • Ability to manage complex audits and investigations, ensuring thoroughness, timeliness, and compliance with all relevant standards.

  • Ability to influence and provide expert guidance to senior government leaders, lawmakers, and public officials on matters of financial accountability and governance.

  • Ability to foster a positive work environment, encouraging professionalism, teamwork, and continuous learning.



Academic and Experience Requirements

Academic:

  • Bachelor’s degree in Accounting, Finance, Public Administration, Business Administration, or a related field from an accredited institution.

  • A Master’s degree in a relevant field (e.g., Public Administration, Business Administration, Accounting) is preferred.

Experience:

  • A minimum of 10 years of progressively responsible experience in governmental auditing, financial management, or a related field.

  • At least 5 years of experience in a senior leadership or management position, overseeing audit operations or financial functions.

  • Experience conducting performance audits, financial audits, and compliance audits in a government or public sector environment is essential.

  • Strong track record of managing teams and fostering a culture of excellence in auditing or financial oversight.

Certifications:

  • Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certification is required.

  • Additional certifications in governmental auditing, public financial management, or similar areas are preferred.


Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
