General Description
The Director of the Territorial Administration on Aging (TAOA) is responsible for the overall leadership, administration, and oversight of aging services provided to seniors in American Samoa. This includes developing and implementing programs that enhance the health, well-being, independence, and quality of life of older adults. The Director will ensure that programs are aligned with federal and territorial regulations, as well as the cultural needs of the Samoan community, while also managing a team of staff and volunteers. The Director will engage with government agencies, community partners, and service providers to advocate for senior citizens and secure funding for necessary programs.
Key Duties and Responsibilities
Leadership and Management:
Provide visionary and strategic leadership for TAOA, ensuring all programs are aligned with the agency's mission to support older adults.
Oversee daily operations of the agency, including program planning, implementation, and evaluation.
Manage, mentor, and supervise a diverse team of staff, volunteers, and contracted service providers, fostering a collaborative and supportive work environment.
Ensure effective communication and collaboration within the agency and with external partners.
Program Development and Service Delivery:
Design, implement, and evaluate a range of programs that address the needs of seniors in American Samoa, including nutrition, health, caregiver support, aging-in-place, and community engagement.
Ensure programs are accessible, culturally appropriate, and responsive to the changing needs of the senior population.
Develop new initiatives based on emerging trends, research, and feedback from seniors and stakeholders.
Regularly assess program performance and make necessary improvements to increase efficacy and impact.
Financial Management:
Develop and manage the agency's annual budget, ensuring that resources are allocated efficiently and in accordance with federal and territorial funding requirements.
Identify and pursue federal, territorial, and private funding opportunities to support and expand TAOA programs.
Ensure that all financial records are maintained accurately and are in compliance with relevant policies, regulations, and reporting requirements.
Staff Development and Supervision:
Lead recruitment, training, and professional development efforts to build a skilled and dedicated team of staff and volunteers.
Provide ongoing supervision, guidance, and performance evaluations for all staff members.
Foster a positive, inclusive, and collaborative workplace culture that encourages continuous learning and innovation.
Community Outreach and Advocacy:
Serve as the primary spokesperson for TAOA, advocating for the needs and rights of older adults within the community and in policy forums.
Build and maintain strong partnerships with government agencies, healthcare providers, non-profit organizations, and other community stakeholders to enhance service delivery for seniors.
Represent TAOA in meetings, public forums, and conferences to increase visibility and promote aging services.
Lead public education and awareness campaigns to promote senior well-being and encourage community involvement.
Compliance and Reporting:
Ensure that all TAOA programs and activities comply with applicable federal and territorial regulations, including the Older Americans Act and other relevant legislation.
Regularly review and update policies and procedures to maintain compliance and best practices in aging services.
Prepare and submit comprehensive reports to federal and territorial agencies, as well as other stakeholders, detailing program outcomes, expenditures, and compliance status.
Research and Evaluation:
Conduct needs assessments to identify gaps in services and prioritize the most critical areas of intervention.
Establish a robust framework for program evaluation and improvement, using data to inform decision-making and policy development.
Stay informed on the latest research, trends, and innovations in aging services to ensure TAOA programs are evidence-based and responsive to evolving needs.
Knowledge, Skills, and Abilities
Extensive knowledge of aging-related issues, including healthcare, nutrition, aging-in-place, mental health, elder abuse, and caregiving.
In-depth understanding of federal and territorial regulations governing aging services, particularly the Older Americans Act.
Familiarity with cultural values and traditions in American Samoa, and the ability to integrate these values into program design and delivery.
Awareness of emerging trends and best practices in senior services, including technology solutions and community-based care models.
Strong leadership, organizational, and management skills with the ability to lead a multi-disciplinary team.
Excellent interpersonal and communication skills, with the ability to engage and collaborate effectively with diverse stakeholders.
Expertise in financial management, including budgeting, forecasting, and grant administration.
Ability to develop and implement strategic plans and initiatives that align with organizational goals and priorities.
Ability to advocate effectively for senior citizens at the local, territorial, and federal levels.
Capacity to adapt programs and services to meet the dynamic needs of the aging population in American Samoa.
Commitment to fostering an inclusive, supportive, and culturally competent environment for both staff and service recipients.
Ability to maintain confidentiality and handle sensitive information with professionalism and integrity.
Academic and Experience Requirements
Education:
Master’s degree in Social Work, Public Administration, Gerontology, or a related field.Â
Experience:
Minimum of five years of professional experience in aging services or related fields, with at least two years in a leadership or supervisory role.
Proven track record in program management, budget oversight, and strategic planning.
Experience in community outreach, public speaking, and advocating for senior citizens.
Knowledge of federal and territorial policies, regulations, and funding programs related to aging services.
Experience working in a multicultural environment, with a preference for candidates familiar with the Samoan culture and community.
Salary
The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
