General Description
The Director of the Samoan Language Commission (SLC) is a key leadership position within the American Samoa Government, responsible for overseeing the preservation, promotion, and development of the Samoan language. This position involves strategic oversight, policy development, and interagency collaboration to ensure the Samoan language is maintained as a central aspect of American Samoa’s culture and daily life. The Director will be tasked with enhancing the use of Samoan in government, education, media, and other sectors, while ensuring the language is preserved for future generations.
The Director will work closely with the Governor's Office, the American Samoa Legislature, and other governmental agencies to implement language policies, advocate for Samoan language initiatives, and promote cultural awareness. The role requires a visionary leader with strong cultural knowledge, a commitment to the revitalization of the Samoan language, and a strategic approach to achieving these goals.
Key Duties and Responsibilities
Leadership and Management:
Provide strategic leadership and direction for the Samoan Language Commission.
Manage day-to-day operations, ensuring the efficient functioning of the Commission, including the implementation of its programs, policies, and strategic initiatives.
Oversee the recruitment, training, and performance management of staff within the Commission.
Prepare and manage the Commission’s budget, ensuring that resources are allocated effectively to support language preservation and promotion efforts.
Policy Development and Implementation:
Initiate and lead the development of policies to enhance the status and use of the Samoan language in all sectors of society, ensuring alignment with the American Samoa Government’s overall goals.
Review and update existing language policies, ensuring they are in line with current needs and the preservation of Samoan language.
Provide policy advice to the Governor’s Office and the American Samoa Legislature on language-related issues.
Facilitate the integration of the Samoan language into government and public sector communications, documentation, and services.
Promotion and Advocacy:
Develop and implement public awareness campaigns to promote the Samoan language, its importance, and its use in everyday life.
Establish and maintain partnerships with educational institutions, cultural organizations, and other stakeholders to foster the use of Samoan language in education, media, and public life.
Coordinate initiatives that encourage the use of Samoan language across various platforms, including schools, businesses, and government agencies.
Organize national and international events, workshops, and conferences to advocate for the Samoan language and culture.
Research and Consultation:
Oversee research projects focused on the Samoan language, including its development, usage trends, and preservation efforts.
Provide expertise on language revitalization strategies and collaborate with experts to develop best practices for language preservation.
Act as a liaison between the Commission and external research bodies, cultural institutions, and international organizations.
Advise the government and relevant agencies on strategies to ensure the continued relevance and vibrancy of the Samoan language.
Community Engagement and Cultural Preservation:
Lead efforts to engage the Samoan community, both locally and abroad, in preserving and promoting the Samoan language.
Foster a sense of pride and cultural identity around the Samoan language through educational and community programs.
Support the development of educational materials, resources, and programs in Samoan for schools, universities, and community organizations.
Work closely with cultural organizations and community leaders to ensure the Samoan language is actively spoken and passed down through generations.
Reporting and Accountability:
Prepare and submit regular reports to the Governor’s Office, American Samoa Legislature, and Public Service Commission on the status of the Samoan language, including progress on language initiatives and programs.
Monitor and evaluate the effectiveness of language programs, providing recommendations for continuous improvement.
Ensure accountability in the Commission’s financial management, reporting, and compliance with relevant laws and regulations.
Knowledge, Skills, and Abilities
In-depth understanding of the Samoan language, including its structure, dialects, and cultural significance.
Familiarity with language policy development, language revitalization efforts, and best practices in language preservation.
Knowledge of educational frameworks, curricula, and instructional strategies related to language education.
Understanding of the roles and responsibilities of government entities in language policy and cultural preservation.
Exceptional leadership and organizational skills with the ability to manage diverse teams and projects.
Strong communication and interpersonal skills, with the ability to engage effectively with stakeholders from various sectors.
Proficiency in both Samoan and English, with the ability to communicate fluently in both languages.
Excellent research, analytical, and problem-solving skills, with the ability to assess and evaluate language programs and policies.
Ability to develop and implement strategic initiatives that support the Samoan language and culture.
Ability to advocate for language preservation and policy changes at the highest levels of government and within the community.
Ability to engage and collaborate with local, national, and international organizations and individuals working in the field of language and cultural preservation.
Ability to manage budgets, human resources, and other operational aspects of the Commission effectively.
Academic and Experience Requirements
Education:
A master’s degree in Samoan Studies, Linguistics, Education, Cultural Studies, or a related field is required.
Additional certifications or training in language preservation, policy development, or cultural management is highly desirable.
Experience:
At least five years of experience in language policy development, cultural preservation, or a related field, with a proven track record in leadership roles.
Experience working in government or with public institutions in a leadership or advisory capacity is preferred.
Demonstrated expertise in community engagement, language advocacy, and working with diverse cultural stakeholders.
Salary
