General Description
The Secretary of the Department of Local Government (DLG), also referred to as the Office of Local Government, plays a vital role in the administration and coordination of local government affairs across American Samoa. This senior administrative position is responsible for managing relationships with District Governors, providing support for community development, overseeing ceremonial functions, and ensuring the implementation of local government policies and programs in alignment with the legal, cultural, and administrative framework of American Samoa. The Secretary is tasked with safeguarding and enhancing the Samoan way of life while facilitating the smooth operation of government functions at the local level.
The Secretary works closely with the Governor’s office and other government entities to ensure the efficient management of village and district affairs, fostering strong government-community relations, and supporting the cultural and social welfare of the residents of American Samoa.
Key Duties and Responsibilities
Administrative Management:
Oversee the daily operations of the Department of Local Government, ensuring compliance with applicable laws, regulations, and government policies.
Manage and direct the efforts of the Department of Local Government in supporting local government initiatives and ensuring that all district, county, and village affairs are conducted in accordance with legal requirements and cultural norms.
Supervise office staff and ensure effective management of office resources, ensuring smooth and efficient operations.
Local Government Coordination:
Work closely with District Governors and other local government representatives to coordinate and support village, district, and county-level government operations.
Provide assistance to local governments in the implementation of programs and services that directly impact the Samoan community, including infrastructure, education, health, and social services.
Advise local governments on matters relating to the structure and function of local governance, ensuring alignment with national policies.
Ceremonial and Cultural Functions:
Coordinate and oversee the planning and execution of ceremonial and cultural functions, such as village councils, village celebrations, and government-sanctioned traditional events.
Ensure that all ceremonial activities are conducted with respect for Samoan traditions and in accordance with both the local customs and formal government procedures.
Policy and Program Development:
Assist in the development and implementation of policies and programs that promote the welfare of the Samoan people, focusing on community development, cultural preservation, and local government efficiency.
Support the Governor and relevant agencies in promoting and executing initiatives that foster social and economic development at the local level.
Evaluate program effectiveness and provide recommendations for policy and procedural improvements.
Public Relations and Community Engagement:
Serve as the main liaison between the Samoan community and the American Samoa Government, facilitating communication between the two to ensure that community needs are addressed.
Maintain a direct line of communication with village councils, community leaders, and other local stakeholders to resolve issues and promote cooperation between local governments and residents.
Organize public outreach events, community meetings, and workshops to encourage active participation in government programs.
Compliance, Oversight, and Reporting:
Ensure that all functions of the Office of Samoan Affairs comply with the Revised Constitution of American Samoa, the American Samoa Code Annotated, and applicable territorial laws and regulations.
Prepare regular reports on office activities, community outreach efforts, and the progress of governmental programs, providing timely updates to senior management and relevant stakeholders.
Maintain accurate, up-to-date records of all transactions, communications, and activities within the office, ensuring compliance with record retention policies.
Knowledge, Skills, and Abilities
Deep understanding of the Revised Constitution of American Samoa and the American Samoa Code Annotated, particularly as they relate to local government functions and cultural preservation.
Familiarity with the organizational structure of the American Samoa Government and the role of local government in the territory’s political system.
Awareness of Samoan culture, traditions, and community dynamics, and an understanding of how these traditions impact local governance and policy development.
Knowledge of administrative procedures, records management, and public sector governance, particularly in a Pacific island context.
Strong leadership and managerial abilities, with the capacity to oversee complex operations and multiple projects.
Exceptional organizational and time-management skills, capable of prioritizing tasks and meeting deadlines in a high-pressure environment.
Proficiency in using office software and technology tools for effective administrative and communication purposes.
Excellent interpersonal and communication skills, with the ability to engage effectively with government officials, community leaders, and the general public.
Ability to think strategically and provide guidance on complex policy and governance issues.
Strong problem-solving skills, with the ability to handle difficult situations with diplomacy and tact.
Ability to engage with diverse groups within the Samoan community, fostering trust and cooperation.
Ability to maintain confidentiality and exercise discretion when handling sensitive or classified information.
Academic and Experience Requirements
Education:
A Bachelor’s degree in Public Administration, Political Science, Social Sciences, or a related field. A Master’s degree in Public Administration or a relevant field is preferred.
Experience:
Minimum of five (5) years of progressively responsible experience in public administration or community-based program management, with a strong background in governmental operations.
Experience working in a governmental or community-focused organization, with a preference for candidates with experience in local governance or cultural program coordination.
Demonstrated experience in managing teams and overseeing administrative functions within a public service environment.
