General Description

The Director of the Office of Protection & Advocacy for the Disabled (OPAD) in American Samoa is responsible for leading and managing the office's initiatives to safeguard the rights and well-being of individuals with disabilities. This role involves strategic planning, policy development, and oversight of programs that provide legal representation, advocacy services, and support to the disabled community. The Director ensures compliance with federal and territorial regulations and fosters partnerships with local and national organizations to enhance service delivery.



Key Duties and Responsibilities

Leadership and Management:

  • Provide visionary leadership to OPAD, aligning its mission with the needs of the disabled community.

  • Develop and implement strategic plans to enhance service delivery and achieve departmental goals.

  • Supervise and mentor staff, fostering a collaborative and inclusive work environment.

Policy Development and Implementation:

  • Formulate and enforce policies that protect and advocate for the rights of individuals with disabilities.

  • Ensure OPAD’s activities comply with relevant federal and territorial laws and regulations.

Program Oversight:

  • Oversee programs offering legal representation, advocacy services, and support to individuals with disabilities.

  • Monitor program effectiveness and implement improvements as needed.

Resource Management:

  • Manage OPAD's budget, ensuring efficient allocation of resources.

  • Identify and secure funding opportunities to support OPAD’s initiatives.

Stakeholder Engagement:

  • Build and maintain relationships with government agencies, non-profit organizations, and community groups.

  • Advocate for policies and practices that promote the inclusion and rights of individuals with disabilities.

Reporting and Compliance:

  • Prepare and submit regular reports on OPAD’s activities and outcomes to relevant stakeholders.

  • Ensure compliance with all reporting requirements set by funding agencies and governing bodies.



Knowledge, Skills, and Abilities

  • In-depth understanding of disability rights laws, including the Americans with Disabilities Act (ADA) and related federal statutes.

  • Familiarity with the socio-cultural context of American Samoa and the specific needs of its disabled population.

  • Strong leadership and organizational skills.

  • Excellent written and verbal communication abilities.

  • Proficiency in strategic planning and program evaluation.

  • Financial management and budgeting expertise.

  • Ability to advocate effectively for individuals with disabilities.

  • Capacity to build and maintain collaborative relationships with diverse stakeholders.

  • Competence in navigating complex legal and regulatory environments.



Academic and Experience Requirements

Education:

  • A Master's degree in Social Work, Public Administration, Law, or a related field.

Experience:

  • At least 10 years of experience in disability advocacy, social services, or a related field, with a minimum of 5 years in a leadership role.

  • Demonstrated experience in program management, policy development, and staff supervision.

  • Experience working with diverse populations, particularly in the Pacific Islands region, is preferred.


Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
