General Description
The Director of the Department of Health (DOH) serves as the senior executive responsible for leading the department's programs, services, and operations to enhance the health and well-being of the territory. This role involves aligning public health initiatives with local and federal policies while driving the department’s mission, vision, and strategic goals. The Director collaborates with federal agencies, local government, and community stakeholders to ensure effective implementation of public health programs that address the unique needs of American Samoa’s population.
Key Duties and Responsibilities
Leadership and Administration
Provide strategic leadership for the Department of Health, ensuring alignment of public health programs with federal and local priorities.
Oversee all departmental operations, including the planning, development, and management of programs focused on improving community health outcomes, disease prevention, and health equity.
Develop and manage the department’s annual budget, ensuring efficient allocation of resources and compliance with local and federal funding requirements.
Collaborate with federal and local public health agencies to ensure adherence to health mandates, grants, and initiatives.
Act as the primary representative of the department, fostering partnerships with government entities, healthcare providers, and public health organizations.
Program Management and Evaluation
Lead the design, implementation, and evaluation of public health programs tailored to the specific needs of American Samoa’s population.
Ensure program effectiveness by regularly assessing outcomes and adjusting strategies to meet health objectives established by the government and federal partners.
Monitor compliance with public health regulations, ensuring programs meet both local and federal standards.
Staff and Workforce Development
Provide leadership and mentorship to senior management staff, promoting professional development and cultivating leadership skills within the department.
Oversee the recruitment, retention, and training of staff to build a highly skilled and knowledgeable public health workforce.
Foster a culture of accountability, collaboration, and excellence throughout the department.
Manage performance evaluations for staff, providing coaching and support to senior personnel.
Crisis Management and Emergency Response
Lead and coordinate the department’s response to public health emergencies, including disease outbreaks, environmental hazards, and natural disasters, in collaboration with relevant agencies.
Develop and implement emergency response plans that address local needs while adhering to federal health protocols.
Ensure the department’s readiness to handle crises effectively, minimizing the impact on the community.
Policy Development and Advocacy
Advise ASG on public health policies and collaborate with federal and local officials to address health priorities.
Advocate for funding, legislative support, and policy changes to enhance public health initiatives and services.
Represent the department in public health forums, promoting initiatives that align with the health goals of American Samoa and federal partners.
Integrate federal and local health programs, grants, and initiatives into departmental operations to maximize community benefits.
Knowledge, Skills, and Abilities
In-depth understanding of public health administration, health policies, and regulations at both the local and federal levels.
Knowledge of epidemiology, health program management, and the role of public health systems in disease prevention and health promotion.
Familiarity with health guidelines, standards, and protocols from relevant public health agencies.
Strong leadership, strategic thinking, and decision-making skills with the ability to manage large, diverse teams.
Proficiency in financial management, including budget development, resource allocation, and compliance with financial regulations at both the local and federal levels.
Excellent written and oral communication skills, with the ability to effectively advocate for public health initiatives and interact with government officials, community leaders, and the public.
Experience in crisis management, particularly in response to public health emergencies, with the ability to manage resources effectively in collaboration with relevant partners.
Ability to work collaboratively with various federal, local, and territorial public health agencies to ensure the success of health initiatives and programs.
Ability to think strategically and implement long-term public health solutions that address both local and national health priorities.
Ability to manage complex public health programs and ensure compliance with applicable health mandates and regulations.
Academic and Experience Requirements
Education:
A Master’s Degree in Public Health (MPH), Health Administration (MHA), or a related field from an accredited institution.
A Doctorate in Public Health or a related field is preferred.
Experience:
At least 10 years of progressive leadership experience in public health, including at least 5 years in a senior management position within a public health, healthcare, or governmental organization.
Extensive experience working with public health agencies and stakeholders at both the local and federal levels.
Proven experience in managing large public health programs, with expertise in program evaluation, budgeting, and policy advocacy.
