General Description

The Director of the Office of Property Management (OPM) oversees the American Samoa Government's (ASG) real estate assets, ensuring their optimal utilization, maintenance, and development. This role is pivotal in supporting the territory's economic growth and community well-being through effective property management strategies.



Key Duties and Responsibilities


  • Strategic Planning: Develop and implement comprehensive strategies for the acquisition, development, and disposal of ASG real estate assets, aligning with the territory's economic and community objectives.

  • Operational Management: Supervise daily operations of property management, including leasing, maintenance, and compliance with relevant regulations.

  • Financial Oversight: Manage budgeting and financial planning for property-related activities, ensuring cost-effectiveness and sustainability.

  • Stakeholder Engagement: Collaborate with government departments, private sector partners, and community organizations to facilitate property development and utilization projects.

  • Regulatory Compliance: Ensure all property management activities adhere to applicable laws and regulations, including those outlined in the American Samoa Administrative Code.

  • Team Leadership: Lead and manage the Property Management team, fostering a culture of excellence and continuous improvement.



Knowledge, Skills, and Abilities

  • In-depth understanding of real estate laws and regulations, particularly those specific to American Samoa.

  • Familiarity with property management best practices and industry standards.

  • Strong leadership and organizational abilities.

  • Excellent communication and interpersonal skills.

  • Proficiency in financial management and budgeting.

  • Competence in strategic planning and project management.

  • Ability to analyze complex property-related issues and develop effective solutions.

  • Capacity to negotiate and manage contracts and agreements.

  • Aptitude for building and maintaining relationships with diverse stakeholders.



Academic and Experience Requirements

  • Education: Bachelor's degree in Property Management, Real Estate, Business Administration, or a related field. A Master's degree is preferred.

  • Experience: At least 10 years of significant and relevant practical experience in property or asset management, including at least 5 years in a senior management role. Experience in a multicultural and multi-disciplinary work environment is advantageous.

  • Certifications: Relevant certifications in property management or real estate are preferred.



Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
