General Description

The Director of the Department of Port Administration (DPA) is a senior executive responsible for the overall management, operation, and strategic development of all entry ports to the territory, including both maritime and aviation facilities. The Director ensures efficient and effective port and airport operations that promote economic growth, ensure public safety, and align with local, national, and international regulations. This position requires expertise in maritime and aviation management, logistics, infrastructure development, regulatory compliance, financial management, environmental stewardship, and community engagement.



Key Duties and Responsibilities


Strategic Planning and Policy Development:

  • Develop, implement, and monitor long-term strategic plans for port and airport operations, ensuring alignment with American Samoa’s economic growth objectives, regional trade opportunities, and sustainable development.

  • Lead the formulation of policies and operational guidelines for port and airport management to optimize services, infrastructure use, and financial sustainability.

  • Collaborate with the Governor’s office, key stakeholders, and federal agencies to ensure alignment with national security concerns, environmental protection, and public health standards.

Operational Oversight:

  • Supervise day-to-day operations of all entry ports to the territory, including vessel scheduling, dock operations, cargo movements, passenger services, and logistics.

  • Ensure smooth coordination between maritime and air transport to optimize logistics and travel within American Samoa and internationally.

  • Oversee the maintenance, repair, and upgrade of port and airport facilities, ensuring effective and safe operations.

Regulatory Compliance and Risk Management:

  • Ensure compliance with all applicable local, federal, and international laws and regulations governing port and airport activities, including safety, security, environmental standards, customs, and transportation law.

  • Establish and monitor risk management procedures to address potential hazards such as natural disasters, security threats, operational disruptions, and accidents.

  • Lead coordination efforts with relevant authorities such as the U.S. Coast Guard, Federal Aviation Administration (FAA), and Customs & Border Protection (CBP) to ensure full compliance and security readiness.

Financial and Budgetary Management:

  • Develop and manage annual budgets for port and airport operations, ensuring efficient use of resources and compliance with financial guidelines.

  • Ensure proper revenue generation strategies, including fees for docking, landing, cargo handling, and other port and airport services, to maintain operational sustainability.

  • Identify and secure funding sources for capital improvements and expansions, including federal grants, private sector partnerships, and development programs.

  • Conduct regular financial audits and ensure transparency in all financial transactions and decisions.

Staff Leadership and Development:

  • Provide leadership, direction, and management for a diverse team of port and airport staff, ensuring that staff are well-trained, motivated, and equipped to carry out their responsibilities effectively.

  • Implement staff development programs, including training on safety, customer service, and regulatory compliance.

  • Establish performance evaluation systems and hold staff accountable for meeting operational targets and service standards.

Stakeholder Engagement and Public Relations:

  • Serve as the key liaison between the DPA, the American Samoa Government, private sector partners, local communities, and other relevant stakeholders.

  • Maintain relationships with shipping companies, airlines, freight handlers, customs agencies, local businesses, and other partners to facilitate smooth and efficient port and airport operations.

  • Lead community outreach efforts to inform the public about upcoming changes, improvements, and developments in port and airport services.

Environmental and Community Impact:

  • Develop and implement sustainable practices to minimize environmental impact at both port and airport facilities, including pollution control, waste management, and energy efficiency initiatives.

  • Ensure that all development and expansion projects minimize adverse effects on the local ecosystem, including marine life, coastal areas, and air quality.

  • Promote and enhance public awareness of the department’s efforts in environmental conservation, community welfare, and safe transport infrastructure.

Crisis Management and Emergency Response:

  • Establish emergency response protocols for both port and airport facilities to handle natural disasters, security breaches, or other major incidents.

  • Coordinate with local, regional, and national emergency response teams to prepare for and address potential crises impacting transportation and trade in American Samoa.



Knowledge, Skills, and Abilities

  • In-depth understanding of port and airport operations, including logistics, transportation management, and regulatory requirements for both air and sea transport.

  • Expertise in aviation and maritime laws, international shipping regulations, aviation safety standards, and environmental laws impacting port and airport facilities.

  • Understanding of public sector budgeting and financial management practices, especially within government-run agencies.

  • Strong leadership and management skills with the ability to lead large, multi-disciplinary teams in complex operational environments.

  • Excellent communication skills, with the ability to engage and negotiate with high-level government officials, business executives, and the general public.

  • Analytical skills to assess complex problems, identify solutions, and implement changes across port and airport facilities.

  • Proficiency in financial management, budgeting, and resource allocation.

  • Ability to manage large-scale infrastructure projects, ensuring projects are completed on time, within budget, and in compliance with all applicable standards and regulations.

  • Ability to collaborate with other government agencies, local businesses, and international partners to enhance transportation infrastructure.

  • Strong ability to build collaborative relationships with stakeholders across various sectors, including government, business, and community organizations.



Academic and Experience Requirements

Educational Background:

  • A Master’s degree in Port or Airport Management, Maritime Studies, Aviation Management, Public Administration, or a related field is required.

  • Additional certifications in Port or Airport Management, Maritime Safety, Aviation Safety, Environmental Management, or related areas are highly desirable.

Professional Experience:

  • At least 7-10 years of experience in port and/or airport management or a related field, with at least 3-5 years in a senior leadership position.

  • Proven track record of managing large teams, strategic planning, financial management, and policy development within a transportation or infrastructure-related organization.

  • Demonstrated success in navigating regulatory compliance, managing crises, and executing major capital projects.

Licenses and Certifications:

  • Relevant certifications in Port or Airport Management, Maritime Safety, or related fields are required.

  • Additional certifications in risk management, safety standards, or environmental management are highly preferred.

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
