General Description
The Director of the Department of Parks and Recreation is a senior executive responsible for the strategic leadership, management, and oversight of all parks, recreational facilities, and community-based recreational programs within American Samoa. This role involves ensuring the development, operation, and maintenance of public parks and recreational areas, promoting environmental conservation, and enhancing the quality of life for residents and visitors through accessible and well-maintained recreational spaces.
Key Duties and Responsibilities
Leadership and Strategic Planning:
Provide visionary leadership and strategic direction for the Department of Parks and Recreation.
Develop and implement long-term plans for the growth and enhancement of the parks and recreation system in alignment with community needs and environmental sustainability.
Policy Development and Implementation:
Formulate, propose, and enforce policies and programs that promote the conservation and enhancement of public parks and recreational areas.
Ensure all departmental activities comply with relevant laws, regulations, and environmental standards.
Budget and Resource Management:
Prepare and manage the Department's annual budget, ensuring efficient allocation of resources to meet operational needs and project goals.
Oversee the procurement and maintenance of equipment and facilities necessary for park operations.
Community Engagement and Partnerships:
Develop and maintain strong relationships with local communities, government agencies, non-profit organizations, and other stakeholders to support parks and recreation programs.
Engage in public outreach and educational campaigns to promote recreational activities, environmental conservation, and community involvement in park events.
Staff Management and Development:
Recruit, train, and manage a team of department staff, including park managers, maintenance crews, and program coordinators.
Conduct regular performance evaluations, providing constructive feedback and ensuring staff have the necessary skills and training to perform effectively.
Facility and Operations Management:
Oversee the operation, maintenance, and repair of parks, recreation centers, and other public facilities under the Department’s purview.
Develop and implement protocols for emergency response, safety, and risk management in all recreational areas and events.
Regulatory Compliance and Environmental Stewardship:
Ensure compliance with all relevant local, territorial, and federal laws, regulations, and environmental standards in the operation of parks and recreational facilities.
Champion environmental conservation and sustainability initiatives, ensuring that parks are managed in an ecologically responsible manner.
Reporting and Communication:
Provide regular reports to the Governor and other key stakeholders on the performance, needs, and challenges of the Department of Parks and Recreation.
Communicate departmental goals, projects, and policies clearly and effectively to the public and media.
Knowledge, Skills, and Abilities
In-depth understanding of parks and recreation management principles, environmental conservation practices, and community development strategies.
Familiarity with local, territorial, and federal laws and regulations related to parks and recreation.
Strong leadership, management, and organizational skills.
Excellent communication and interpersonal skills with the ability to engage and work with diverse stakeholders.
Expertise in budget preparation, financial management, and resource allocation.
Proficiency in strategic planning and program development.
Ability to analyze complex situations and develop effective solutions.
Capacity to manage multiple projects simultaneously and prioritize tasks effectively.
Ability to foster a collaborative and inclusive work environment.
Academic and Experience Requirements
Education:
Bachelor’s degree in Parks and Recreation Management, Environmental Science, Public Administration, or a related field. A Master’s degree is preferred.
Experience:
At least 5-7 years of experience in parks and recreation management, with a proven track record in leadership, strategic planning, and program development.
Experience in budget management, staff supervision, and community engagement.
Certifications:
Relevant certifications in parks and recreation management or related fields are advantageous.
Salary
The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
