General Description

The Director of the Department of Human & Social Services (DHSS) is the senior executive responsible for overseeing the administration, development, and delivery of human and social services across American Samoa. The Director ensures that services are effective, culturally relevant, client-centered, and comply with local laws and regulations. The position involves significant leadership, strategic oversight, financial management, and coordination with various governmental and non-governmental stakeholders. The Director plays a vital role in advocating for vulnerable populations and enhancing the quality of life for all residents.



Key Duties and Responsibilities

  • Leadership and Strategic Direction:

    • Lead the department in achieving its mission to enhance the well-being of individuals and families in American Samoa.

    • Develop and execute strategic plans, objectives, and long-term goals in alignment with governmental priorities and community needs.

    • Provide visionary leadership to staff, promoting a culture of accountability, excellence, and client-centered service.

  • Program Oversight and Evaluation:

    • Oversee and ensure the effective management of various social services programs, such as child welfare, food assistance, housing support, services for the elderly and disabled, and other social welfare initiatives.

    • Continuously assess and improve program efficiency, effectiveness, and impact based on performance data, community feedback, and emerging needs.

    • Supervise program staff, ensuring adherence to service delivery standards and compliance with laws and regulations.

  • Policy Development and Advocacy:

    • Develop, enforce, and revise policies and procedures to ensure high standards of care, service delivery, and compliance with local, territorial, and federal laws.

    • Act as a key advocate for the needs of vulnerable populations, working with government leaders, policymakers, and stakeholders to influence social policy and resource allocation.

    • Ensure all department activities align with ethical standards and the department’s commitment to equity and inclusivity.

  • Financial and Resource Management:

    • Oversee the preparation, management, and monitoring of the department's budget and ensure proper allocation of resources.

    • Identify and pursue funding opportunities, including grants, donations, and partnerships, to support program sustainability and innovation.

    • Ensure efficient use of resources, and take corrective action when necessary to prevent budget shortfalls or mismanagement.

  • Collaboration and Stakeholder Engagement:

    • Build and maintain strong relationships with other governmental agencies, non-profit organizations, community leaders, and other key stakeholders.

    • Foster collaboration across sectors to improve service delivery, reduce duplication of efforts, and enhance community partnerships.

    • Represent DHSS at various local, regional, and national forums, ensuring that the department’s priorities are communicated and understood.

  • Compliance and Reporting:

    • Ensure the department complies with all relevant laws, regulations, and standards, including those under the American Samoa Code Annotated (ASCA) and applicable federal mandates.

    • Provide regular reports to the Governor, Legislature, and other stakeholders on the performance and impact of social service programs.

    • Monitor and report on department performance metrics, ensuring transparency and accountability in the use of public funds.

  • Staff Development and Management:

    • Oversee the recruitment, training, and professional development of department staff, ensuring that all employees possess the skills and knowledge necessary to deliver high-quality services.

    • Implement best practices in staff management, fostering a positive work environment that encourages collaboration, respect, and professional growth.

    • Conduct regular performance evaluations and address any personnel issues promptly and professionally.



Knowledge, Skills, and Abilities

  • Leadership and Management Skills: Proven ability to lead large, diverse teams and manage multiple programs simultaneously. Strong decision-making, problem-solving, and crisis management abilities.

  • Cultural Competence: A deep understanding of the cultural and social dynamics of American Samoa, with the ability to engage effectively with local communities.

  • Regulatory Knowledge: In-depth knowledge of local laws, regulations, and policies governing human and social services in American Samoa, including familiarity with the American Samoa Code Annotated (ASCA) and relevant federal programs.

  • Communication Skills: Exceptional oral and written communication skills, with the ability to engage effectively with stakeholders at all levels, including government officials, community organizations, and the public.

  • Financial Acumen: Strong budgeting and financial management skills, with the ability to manage large budgets, seek new funding opportunities, and ensure the efficient use of resources.

  • Strategic Thinking: Ability to think long-term, analyze complex problems, and develop creative and effective solutions that align with departmental and governmental objectives.



Academic and Experience Requirements

Educational Background:

  • A Master's degree in Social Work, Public Administration, or a related field is required.

  • Additional certifications or training in social services management, community development, or public policy is highly desirable.

Professional Experience:

  • At least 10 years of progressive experience in social services management, with a minimum of 5 years in a senior leadership role.

  • Demonstrated success in managing large teams, overseeing complex programs, and achieving significant organizational outcomes.

Leadership Experience:

  • Proven track record of successful leadership, including managing budgets, personnel, and operations in a social service or public administration setting.

  • Experience in working with government agencies, non-governmental organizations, and community stakeholders.

Regulatory Knowledge:

  • In-depth knowledge of American Samoa laws and regulations related to social services, including the ASCA, and federal programs affecting human and social services.


Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
