General Description
The Director of the Department of Homeland Security (DHS) in American Samoa is the principal executive responsible for coordinating and overseeing all homeland security, emergency management, and disaster response activities within the territory. This role involves leading efforts to prevent and mitigate security threats, protect lives and property, and ensure preparedness for both natural and man-made disasters. The Director serves as the primary liaison between the DHS, federal agencies, territorial agencies, and local communities fostering collaboration to enhance security, resilience, and emergency response capabilities. In times of disaster, the Director assumes the role of Territorial Coordinating Officer (TCO), working directly with the Governor and Lieutenant Governor (Governor’s Authorized Representative, GAR) to make critical decisions and ensure a unified and effective response.
Key Duties and Responsibilities
Leadership and Coordination:Lead the Department of Homeland Security in developing, implementing, and overseeing strategies to prevent security threats, reduce vulnerabilities, and minimize the impact of disasters on the territory. This includes coordinating disaster preparedness, response, recovery, and mitigation efforts. The Director must possess strong decision-making abilities and be able to make quick, informed calls that support the Governor and Lieutenant Governor during crises. The Director is expected to be a confident decision-maker, particularly when executing high-stakes actions during disasters and other emergencies.
Emergency Management and Disaster Response:Oversee all phases of emergency management within the territory, including preparation, response, recovery, and mitigation. This includes developing, implementing, and maintaining the Territorial Homeland Security Operations Plan, identifying weaknesses in security and response frameworks, and prioritizing projects to address these gaps. During disasters, the Director serves as the Territorial Coordinating Officer (TCO), coordinating federal and territorial resources and managing disaster response efforts in alignment with the Governor’s directives.
Interagency Coordination and Partnerships:Coordinate with federal, territorial, and local agencies, including law enforcement, emergency response teams, and public health organizations, to ensure a seamless and collaborative approach to homeland security and disaster management. Develop and maintain partnerships with local governments, communities, and private sector entities to enhance the overall preparedness and resilience of American Samoa.
Resource Management and Allocation:Identify, secure, and allocate federal, territorial, and community resources—both human and material—needed for homeland security and emergency management programs. Ensure the efficient and appropriate expenditure of resources for disaster preparedness, response, and recovery operations. During disaster response, the Director is responsible for managing resource mobilization, ensuring that critical supplies and personnel are deployed in a timely and effective manner.
Intelligence, Security, and Information Sharing:Collect, assess, and analyze intelligence related to national security threats, terrorism, and other risks, collaborating with federal and territorial law enforcement agencies to share vital information. Ensure that intelligence and security information are appropriately disseminated to support decision-making, enhance investigative efforts, and improve situational awareness across territorial and federal agencies.
Community Engagement, Resilience, and Preparedness:Engage with the public and private sectors, first responders, and local communities to enhance the territory’s overall security infrastructure. Promote a culture of preparedness throughout American Samoa, ensuring that residents, businesses, and government institutions are equipped with the necessary resources and training to respond effectively to disasters. Foster community resilience by educating the public about emergency management practices and encouraging proactive disaster planning.
Reporting, Compliance, and Accountability:Ensure that the department adheres to all relevant federal and territorial regulations, laws, and standards. Provide regular reports to the Governor, Lieutenant Governor, and the U.S. Department of Homeland Security (only as required) regarding territorial readiness and disaster preparedness. Ensure compliance with all relevant federal and territorial laws, including those related to disaster relief, homeland security, and public safety. Ensure accountability for the proper expenditure of resources during disasters and emergency situations.
Knowledge, Skills, and Abilities
Leadership:Proven ability to lead and manage diverse teams, particularly in high-stress, emergency, and crisis situations. Must possess high confidence in decision-making, particularly when leading emergency responses and supporting the Governor and Lieutenant Governor during critical times. Demonstrated ability to make timely, informed, and effective decisions during disasters.
Strategic Planning and Crisis Management:Expertise in developing, executing, and evaluating comprehensive security, emergency management, and disaster response plans across multiple agencies. Ability to coordinate efforts between federal and territorial agencies while adapting strategies to the specific needs and circumstances of American Samoa.
Communication and Interpersonal Skills:Exceptional verbal and written communication skills, with the ability to engage effectively with government officials, stakeholders, the media, and the public. Ability to clearly communicate decisions, policies, and response strategies during emergencies, ensuring that critical information is conveyed promptly and accurately.
Analytical Thinking and Problem Solving:Ability to assess complex security and disaster situations, identify emerging threats, and develop practical solutions for mitigation and recovery. Capable of analyzing data and making decisions that balance risk, resources, and the best interests of the territory.
Cultural Competence:A deep understanding of the social, cultural, and operational dynamics of American Samoa, with the ability to navigate and respect local customs and practices in emergency response efforts. Promote inclusivity and cultural sensitivity in all aspects of homeland security and emergency management operations.
Technical Proficiency:Familiarity with emergency management software, communication systems, and other tools used for disaster preparedness, response, and recovery operations. Ability to leverage technology effectively to enhance situational awareness and improve coordination during emergencies.
Academic and Experience Requirements
Education:A Bachelor's degree in Homeland Security, Emergency Management, Public Administration, or a related field is required. A Master's degree is highly preferred.
Experience:A minimum of 10 years of progressively responsible experience in homeland security, emergency management, or related fields, with at least 5 years in a senior leadership or management role. Experience working with both federal and territorial agencies is essential. Experience leading disaster response efforts and working directly with elected officials is highly desirable.
Certifications:Relevant certifications in emergency management, homeland security, or related fields are highly desirable.
