General Description
The Director of the Department of Administrative Services (DAS) is responsible for leading and managing the operations of DAS, overseeing key administrative functions that support the efficient operation of the American Samoa Government (ASG). The Director is responsible for ensuring the delivery of essential services including housing contracts and leases, the ASG mailroom, printshop, archives, records management, and the maintenance and security of government buildings. The Director will work closely with senior government officials and other departments to ensure effective operations and policy adherence.
Key Duties and Responsibilities
Leadership and Oversight:Â Direct and manage the overall operations of DAS, including all divisions under the department such as Housing, Mailroom, Printshop, Archives and Records Center, and the Executive Office Building security and maintenance.
Strategic Planning and Policy Development:Â Develop and implement strategic initiatives to improve operational efficiency, public service, and compliance with governmental regulations.
Division Management:Â Ensure that all divisions within DAS are functioning effectively, managing resources appropriately, and complying with local and federal regulations.
Budget and Financial Oversight:Â Oversee and manage the DAS budget, ensuring that departmental resources are allocated efficiently and align with governmental priorities. Report financial status and departmental progress to the Governor and other senior officials.
Public and Interdepartmental Relations:Â Serve as the primary liaison between DAS and other government entities, ensuring clear communication and collaboration across departments. Represent DAS in public meetings and community forums when required.
Continuous Improvement:Â Promote a culture of innovation within the department, seeking ways to improve services and streamline operations. Encourage staff development and implement effective training programs.
Knowledge, Skills, and Abilities
Leadership Skills:Â Proven ability to lead diverse teams and manage complex organizational functions in a government or large organizational setting.
Knowledge of Public Administration:Â In-depth understanding of government operations, policies, and regulations, particularly in a public service environment.
Strategic and Analytical Thinking:Â Ability to develop and implement long-term strategies to achieve operational and organizational goals. Skilled in problem-solving and addressing challenges efficiently.
Financial Management:Â Experience with budget preparation, resource allocation, and financial reporting.
Communication Skills:Â Excellent verbal and written communication skills, with the ability to engage effectively with government officials, the public, and DAS staff.
Interpersonal Skills:Â Strong interpersonal skills with the ability to build relationships, resolve conflicts, and work collaboratively with others.
Academic and Experience Requirements
Education: A Bachelor’s degree in Public Administration, Business Management, or a related field. A Master's degree is preferred.
Experience:Â At least 5 years of progressive leadership experience in public administration, managing departments or large organizational units. Experience with government operations, financial oversight, and team management is essential.
Certifications/Training:Â Additional certifications or training in management, leadership, or public administration is a plus.

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
