General Description
The Director of the Criminal Justice Planning Agency is the chief executive officer responsible for advancing the agency’s mission to improve justice-related services in American Samoa. This role requires strategic leadership, operational oversight, and fostering partnerships to address the unique needs of the territory. The Director ensures compliance with federal, territorial, and local laws, manages financial resources, and represents CJPA at all levels.
Key Duties and Responsibilities
Strategic Leadership:
Develop and implement the agency’s vision, goals, and strategies, reflecting the priorities and needs of the Territory of American Samoa.
Ensure alignment of the CJPA’s programs and initiatives with American Samoa’s justice system requirements.
Policy Development & Implementation:
Establish policies tailored to American Samoa’s legal and regulatory environment.
Enforce agency-wide procedures to promote justice system improvements in the territory.
Program Management:
Oversee all CJPA programs, ensuring their effectiveness in addressing the needs of American Samoa.
Identify service gaps and develop initiatives to enhance justice-related outcomes for the territory.
Advocacy & Representation:
Advocate for the interests of American Samoa in territorial, regional, and federal forums.
Represent CJPA in discussions and collaborations that address all justice priorities within the territory.
Regulatory Compliance:
Ensure compliance with all applicable federal, territorial, and local regulations specific to American Samoa.
Maintain accountability for CJPA’s operations within the framework of territorial law.
Fiscal Oversight:
Develop and oversee CJPA’s budget to align with the priorities of the American Samoa Government.
Monitor financial operations, ensuring fiscal responsibility in managing funds allocated to American Samoa’s justice programs.
Stakeholder Engagement:
Cultivate relationships with ASG agencies, non-profits, and community organizations.
Foster partnerships that strengthen justice-related services across the territory.
Personnel Management:
Supervise CJPA staff in American Samoa, ensuring professional growth and effective performance.
Promote collaboration and inclusivity within the agency to address the justice system’s challenges in the territory.
Monitoring & Reporting:
Oversee the evaluation of CJPA’s programs in American Samoa, ensuring performance and compliance.
Ensure timely submission of reports to stakeholders and funding agencies, reflecting territorial priorities.
Decision-Making & Problem-Solving:
Make final decisions on matters impacting the operations and programs of CJPA in American Samoa.
Address and resolve high-level disputes or issues unique to the territory.
Innovation & Growth:
Develop and implement innovative policies and programs to meet the emerging justice needs of American Samoa.
Promote sustainable improvements in justice services for the people of the territory.
Other Responsibilities:
Perform funding draw-downs as the authorized official for American Samoa in collaboration with the U.S. Department of Justice.
Carry out other duties as assigned to further the mission of CJPA in the territory.
Knowledge, Skills, and Abilities
Strong leadership skills tailored to the unique cultural and legal context of American Samoa.
Comprehensive knowledge of justice system operations and funding processes specific to the territory.
Expertise in aligning agency programs with the needs of American Samoa’s communities.
Ability to foster partnerships with diverse stakeholders within the territory and beyond.
Proficiency in financial management and regulatory compliance related to American Samoa’s justice programs.
Academic and Experience Requirements
Education:
Master’s Degree in Public Administration, Criminal Justice, or a related field from an accredited college or university, plus seven years of relevant experience, with five years in a supervisory capacity.OR
Bachelor’s Degree in a related field, plus eight years of relevant experience, with at least six years in a supervisory capacity.
Experience:
Leadership experience in justice or government sectors, preferably within American Samoa.
Demonstrated ability to manage programs, personnel, and budgets specific to the needs of the territory.
Certifications:
Preferred certifications in areas relevant to American Samoa’s criminal justice planning and administration.
Salary
The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
