General Description

The Director of the Territorial Energy Office (TEO) is the chief executive responsible for overseeing and managing all aspects of the territory’s energy programs, policies, and initiatives. This role requires a dynamic and visionary leader to drive the development and execution of strategic plans aimed at ensuring sustainable, reliable, and affordable energy solutions for American Samoa. The Director will provide leadership in the integration of renewable energy, energy efficiency, and advanced energy technologies across the public and private sectors, while fostering collaboration among key stakeholders such as government entities, industry partners, and local communities.

The Director will work to achieve the territory’s energy goals, including meeting renewable energy targets and advancing policies that promote energy independence, reduce costs, and enhance energy security. This role also involves advocating for and securing funding opportunities, ensuring regulatory compliance, and improving the public’s understanding and adoption of energy-saving practices.



Key Duties and Responsibilities


  • Strategic Leadership and Management: Provide visionary leadership to guide the TEO’s programs, ensuring alignment with the energy policy goals set by the American Samoa Government and federal authorities. Develop and implement the TEO’s strategic objectives, policies, and programs to achieve energy sustainability.

  • Energy Policy Development and Advocacy: Lead the development of energy policies and programs in collaboration with the Governor, the American Samoa Renewable Energy Committee (ASREC), and other relevant bodies. Advocate for energy initiatives that align with local and national energy priorities, including renewable energy targets.

  • Program Development and Oversight: Oversee the design, implementation, and management of energy programs, including the Weatherization Assistance Program, energy conservation programs, renewable energy projects, and public education initiatives. Ensure effective execution of programs that support the territorial goals of reducing energy costs and dependence on fossil fuels.

  • Stakeholder Engagement and Partnerships: Serve as the principal representative of the TEO in all energy-related matters, developing partnerships with key stakeholders, including local government agencies, federal agencies, private sector partners, and community organizations. Engage with the public to promote energy efficiency, renewable energy adoption, and environmental stewardship.

  • Regulatory Compliance and Environmental Stewardship: Ensure that TEO programs comply with relevant environmental laws, regulations, and policies, including those administered by the American Samoa Environmental Protection Agency (ASEPA). Advise on the incorporation of sustainability practices and ensure adherence to federal and territorial energy and environmental regulations.

  • Financial and Budget Management: Manage the financial resources of the TEO, including budgets for programs, grants, and operations. Oversee the procurement of funding from federal sources, grants, and other financial opportunities. Ensure financial accountability and compliance with all applicable laws and regulations.

  • Energy Data Collection and Reporting: Establish systems to monitor and analyze energy consumption, program performance, and savings outcomes. Prepare reports for the Governor, the American Samoa legislature, federal agencies, and other stakeholders regarding the effectiveness and progress of energy initiatives.

  • Workforce Management and Development: Lead, mentor, and manage a team of professional staff at the TEO, ensuring continuous staff development, training, and performance management. Foster a positive, innovative work environment that attracts and retains talent in the energy sector.

  • Community Outreach and Education: Oversee energy literacy campaigns aimed at educating the public about energy conservation, renewable energy technologies, and sustainable energy practices. Promote initiatives that encourage energy-efficient behaviors in households, businesses, and government operations.

  • Program Evaluation and Continuous Improvement: Conduct regular evaluations of energy programs and initiatives to assess effectiveness and identify areas for improvement. Ensure that programs meet the needs of the population and adjust strategies to reflect technological advances and changes in policy.

  • Project Leadership and Execution: Lead large-scale energy projects from conception through execution, ensuring that they are completed on time, within budget, and in compliance with regulatory standards. Coordinate with contractors, vendors, and other agencies involved in the implementation of energy projects.



Knowledge, Skills, and Abilities

  • Comprehensive Knowledge of Energy Systems: Extensive knowledge of energy production, distribution, and efficiency practices. Expertise in renewable energy technologies, energy management, and energy policy frameworks at the local, state, and federal levels.

  • Leadership and Strategic Thinking: Ability to provide high-level leadership and strategic direction in the development and implementation of energy initiatives. Strong decision-making skills and the ability to think critically about complex energy challenges.

  • Regulatory and Environmental Compliance: Strong understanding of environmental regulations and energy policies at the local, national, and international levels. Ability to navigate regulatory processes and advocate for energy policies that benefit American Samoa’s energy future.

  • Financial Acumen and Budget Management: Proven experience in managing large budgets and securing funding from government sources, private sector entities, and other sources. Ability to develop and maintain financial plans that ensure the sustainability of energy programs.

  • Communication and Advocacy Skills: Exceptional written and oral communication skills, with the ability to engage and influence diverse stakeholders. Skilled in presenting complex technical information to non-technical audiences and advocating for energy policies and funding.

  • Project Management Expertise: Experience in managing large-scale energy projects, from feasibility analysis to execution. Strong organizational skills and the ability to lead cross-functional teams to achieve project goals.

  • Cultural Sensitivity and Community Engagement: Ability to engage with diverse communities in American Samoa, understanding local customs and values. Experience working in a multicultural environment and promoting community-based solutions to energy challenges.

  • Problem-Solving and Analytical Skills: Strong analytical and problem-solving abilities to assess energy data, identify challenges, and develop effective solutions for improving energy systems and outcomes.



Academic and Experience Requirements

  • Education: A minimum of a Bachelor’s degree in Energy Management, Environmental Science, Engineering, Public Policy, or a related field. A Master’s degree is preferred.

  • Experience: At least 7-10 years of experience in energy management, renewable energy, environmental sustainability, or related fields, with at least 5 years in a leadership or executive role.

  • Government and Public Sector Experience: Strong background in working within government agencies, particularly in energy policy, environmental regulation, or public administration. Experience with public sector budgets, government operations, and federal grant processes is highly desirable.

  • Project Management Experience: Proven ability to manage large, complex energy projects, including the ability to secure funding, manage resources, and lead teams to successful outcomes.

  • Regulatory and Policy Experience: Expertise in energy-related regulations and policies, including federal energy laws, environmental standards, and renewable energy targets.


Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
