General Description

The Director of the Planning and Budget Office (PBO) serves as a senior executive within the American Samoa Government. The Director is responsible for leading and overseeing the development, execution, and management of the government’s strategic planning and budget processes. This includes formulating, executing, and evaluating the territory’s financial strategies, ensuring that all government activities are fiscally responsible and aligned with both short-term priorities and long-term development goals. The Director plays a critical role in maintaining the integrity and transparency of public sector budgeting, fostering accountability in resource allocation, and providing fiscal advice and guidance to the Governor and key government officials. The Director also manages a team responsible for the day-to-day operations of the PBO and ensures compliance with all relevant laws, regulations, and policies.



Key Duties and Responsibilities


Leadership and Direction: 

  • Provide executive leadership and vision for the Planning and Budget Office (PBO), ensuring alignment with the American Samoa Government’s priorities and fiscal goals.

Budget Development and Oversight: 

  • Lead the preparation, review, and presentation of the annual executive budget for the government of American Samoa.

  • Identifying fiscal requirements and priorities.

  • Coordinating interagency budget submissions.

  • Allocating financial resources in alignment with the government’s strategic and policy objectives.

  • Providing strategic advice to the Governor on budgetary matters.

Budget Execution and Monitoring: 

  • Manage the execution of the approved budget and monitor ongoing financial performance to ensure compliance with allocated funds. This includes:

  • Reviewing financial reports and expenditure tracking.

  • Managing quarterly allotments and ensuring funds are not exhausted prematurely.

  • Adjusting the budget and recommending reprogramming of funds when necessary.

Policy and Procedure Development: 

  • Develop, implement, and enforce fiscal policies and procedures, ensuring the effective management of government resources. This includes:

  • Designing and maintaining systems to streamline budget formulation and financial reporting.

  • Ensuring that departments and agencies adhere to established financial controls.

Strategic Financial Planning: 

  • Work with the Governor and senior officials to develop long-term fiscal strategies, identify potential revenue sources, and create financial models for sustainable development.

  • Regulatory Compliance: Ensure that the planning and budgeting processes comply with relevant local laws, federal regulations, and international standards.

  • Regularly review and update internal policies in response to changes in laws, regulations, or fiscal needs.

Stakeholder Engagement and Coordination: 

  • Coordinate closely with government departments, agencies, and the legislature to ensure fiscal accountability, efficiency, and alignment with the government’s objectives.

  • Represent the PBO in discussions with external stakeholders, including federal entities and international partners.

Performance and Accountability: 

  • Monitor the performance of all government-funded programs and services, recommending adjustments where needed. This includes tracking outcomes against budgeted goals, performance benchmarks, and government priorities.

Financial Analysis and Reporting: 

  • Oversee the preparation of financial reports, including quarterly and annual budgetary reports, expenditure summaries, and fiscal health assessments.

  • Ensure timely and accurate communication of fiscal performance to the Governor, Legislature, and the public.

Capacity Building and Training: 

  • Provide training and support to government agencies on the budget process, fostering an understanding of fiscal responsibility and effective resource management.

Advisory Role to the Governor: 

  • Serve as a key advisor to the Governor on all financial and budget-related matters, offering strategic guidance on budget adjustments, policy changes, and the long-term fiscal health of the territory.

Audit and Compliance Oversight: 

  • Collaborate with auditing agencies and internal oversight bodies to ensure fiscal discipline and prevent misuse of government funds.

  • Address audit findings and implement corrective actions as needed.



Knowledge, Skills, and Abilities

  • Comprehensive Knowledge of Public Sector Budgeting: Extensive understanding of public sector budgeting principles, procedures, and regulations, particularly within the context of the American Samoa Government and its unique fiscal structure.

  • Strong Analytical and Financial Skills: Ability to analyze complex financial data, evaluate funding requests, and make strategic decisions based on economic forecasts and public policy goals.

  • Strategic Leadership and Management: Proven ability to lead and manage large teams, setting clear goals, ensuring performance accountability, and fostering a culture of continuous improvement in budget and planning operations.

  • Policy Development and Compliance Expertise: Deep understanding of policy formulation processes, ensuring compliance with financial regulations, auditing standards, and public accountability frameworks.

  • Communication and Negotiation Skills: Excellent interpersonal, verbal, and written communication skills. Capable of presenting complex financial concepts in accessible terms for both governmental and public stakeholders. Ability to negotiate effectively with internal and external stakeholders.

  • Crisis Management and Problem Solving: Strong decision-making skills, with the ability to analyze and address fiscal challenges and provide solutions under pressure.

  • Technological Proficiency: Expertise in budgetary software, financial management systems, and related technologies. Knowledge of emerging digital tools that can enhance fiscal management and transparency.

  • Commitment to Ethical Standards: A commitment to high ethical standards in managing public funds, ensuring transparency, and maintaining public trust.



Academic and Experience Requirements

  • Education: A minimum of a Bachelor’s degree in Public Administration, Business Administration, Economics, Finance, Accounting, or a related field from an accredited institution. A Master’s degree in Public Administration, Business Administration, or a related field is highly preferred.

  • Experience: A minimum of 10 years of progressively responsible experience in public sector financial management, budget planning, or strategic fiscal management, with at least 5 years in a senior leadership or executive role.

  • Experience with Government Financial Systems: Proven experience in managing budgets for a government agency, including the ability to navigate complex financial regulations and policies specific to the public sector.

  • Additional Skills: Familiarity with American Samoa's legal and regulatory frameworks surrounding budgeting and public financial management. Experience with international development projects and intergovernmental fiscal coordination is a plus.


Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
