General Description

The Director of the American Samoa Medicaid State Agency (ASMSA) is responsible for overseeing the administration and operation of all Medicaid-funded healthcare programs in American Samoa. This includes ensuring compliance with both federal and territorial regulations, managing program budgets, and leading a team dedicated to providing quality healthcare services to eligible residents. The Director reports directly to the Office of the Governor and collaborates with federal agencies to improve and expand healthcare delivery within the territory.



Key Duties and Responsibilities

  • Program Administration: Oversee the implementation and management of all healthcare programs funded under Medicaid jurisdiction, ensuring the effective administration of services to eligible populations. This includes overseeing the delivery of medical, behavioral health, and long-term care services while ensuring compliance with both federal and territorial regulations. The Director is responsible for managing program operations, ensuring high-quality service delivery, and coordinating with healthcare providers, community organizations, and federal agencies to meet the needs of Medicaid beneficiaries. This role requires strategic oversight to ensure the efficient and equitable distribution of Medicaid-funded services across American Samoa.

  • Policy Development: Develop, implement, and enforce policies and procedures to ensure the Medicaid program is operating in full compliance with federal and territorial regulations. Continuously assess and refine policies to address evolving healthcare needs and maintain program integrity.

  • Budget Management: Prepare, manage, and monitor the Medicaid program budget. Ensure that resources are allocated effectively to meet program objectives, while adhering to financial guidelines and reporting requirements. Work with the American Samoa Government to ensure timely funding and resource availability.

  • Stakeholder Engagement: Collaborate with healthcare providers, community organizations, and other relevant agencies to enhance Medicaid services. Facilitate regular communication and ensure that all stakeholders are informed and engaged in improving healthcare access and outcomes for Medicaid beneficiaries.

  • Data Analysis and Reporting: Monitor and analyze Medicaid program data to assess performance and outcomes. Prepare reports for stakeholders, including federal agencies, the Governor’s office, and the public, outlining program performance and any necessary adjustments to improve service delivery.

  • Staff Leadership: Lead and manage a multidisciplinary team, providing direction, guidance, and performance evaluations. Foster an environment of continuous learning and improvement to ensure that all staff are equipped to effectively contribute to the program’s goals.

  • Public Relations: Serve as the primary spokesperson for the Medicaid program, addressing public inquiries and providing information on program benefits and services. Promote the program’s objectives and educate the public on how to access Medicaid services.



Knowledge, Skills, and Abilities

  • In-depth understanding of Medicaid policies, regulations, and healthcare delivery systems.

  • Familiarity with the healthcare needs of American Samoa and the unique challenges of providing services in a territory.

  • Strong leadership and management abilities, with experience in leading multidisciplinary teams.

  • Excellent communication, interpersonal, and public relations skills.

  • Proficiency in financial management, data analysis, and reporting.

  • Ability to develop and implement strategic plans for program growth and improvement.

  • Ability to navigate complex regulatory environments and ensure compliance with federal and territorial laws.

  • Capacity to foster collaborative relationships with diverse stakeholders, including healthcare providers, community groups, and government agencies.

  • Strong problem-solving and decision-making skills, with the ability to assess situations and implement solutions to improve program effectiveness.

  • Ability to drive continuous improvement and innovation in service delivery.



Academic and Experience Requirements

Education:

  • A Master’s Degree in Public Health, Healthcare Administration, Business Administration, or a related field from an accredited institution.

Experience:

  • A minimum of five years of experience in healthcare administration, public health, or a related field, including at least three years in a leadership or managerial role.

  • Experience working with Medicaid or similar healthcare programs is highly desirable.

  • Demonstrated experience in managing budgets and leading large teams is essential.

  • Familiarity with the healthcare landscape in American Samoa or other U.S. territories is a strong asset.

Additional Skills and Qualifications:

  • Proven ability to develop and implement healthcare policies that align with federal and territorial regulations.

  • Strong analytical and problem-solving skills, particularly in addressing healthcare program challenges.

  • Excellent communication and stakeholder engagement skills to liaise with federal agencies, healthcare providers, and the community.

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
