General Description

The Director of the American Samoa Government Office - Hawaii (ASGOH) is responsible for overseeing the office that serves American Samoan residents, businesses, and organizations in Hawaii and across all U.S. states. This office provides essential services, including consular support, cultural programs, and community outreach, to meet the needs of American Samoan communities. The Director manages the daily operations of the office, ensuring efficient service delivery and effective communication between the American Samoa Government (ASG) and the communities it serves. The role also involves coordinating with federal, state, and local agencies to facilitate access to services and support ASG’s initiatives.

The office will operate under the Governor’s Office, ensuring alignment with the overall priorities of the American Samoa Government. The Director reports directly to the Governor’s Office and ensures that the office’s activities are consistent with ASG policies, goals, and regulatory requirements.



Key Duties and Responsibilities


Community Outreach and Engagement:

  • Provide support and services to American Samoan residents across all U.S. states, including consular assistance, passport services, notary services, and referrals to relevant government agencies.

  • Organize cultural programs, events, and initiatives to promote American Samoan heritage and strengthen community ties.

  • Collaborate with American Samoan community groups and organizations to address needs and work on initiatives that benefit the community.

Communication and Coordination:

  • Serve as a point of contact between ASG leadership and American Samoan communities throughout the U.S. upon the directive of the Governor.

  • Facilitate coordination with U.S. federal agencies, state governments, and local authorities to ensure that the needs of American Samoan residents are addressed, only as needed.

  • Develop and maintain relationships with community leaders, educational institutions, and businesses to support ASG’s initiatives and objectives within the U.S.

Operational Management:

  • Oversee the daily operations of the ASG Office-Hawaii, including managing staff, budgets, and resource allocation.

  • Ensure compliance with ASG policies, procedures, and legal requirements in the execution of duties.

  • Manage office staff to ensure the smooth and effective delivery of services to the community.

Strategic Planning and Reporting:

  • Assist in the development of long-term strategic plans for community engagement and support across U.S. communities.

  • Provide regular reports to ASG leadership on office activities, community needs, and emerging issues.

  • Monitor and evaluate the effectiveness of office programs and services, making recommendations for improvements where needed.



Knowledge, Skills, and Abilities

  • Comprehensive understanding of American Samoan culture, traditions, and socio-economic needs.

  • Familiarity with U.S. federal and state government systems, policies, and programs.

  • Knowledge of the operational and regulatory requirements within the American Samoa Government.

  • Excellent communication skills, with the ability to engage effectively with government officials, community leaders, and the public.

  • Strong organizational and project management skills.

  • Proficiency in Microsoft Office Suite and other relevant software tools.

  • Ability to manage and coordinate multiple tasks and initiatives simultaneously.

  • Ability to work collaboratively and foster positive relationships with stakeholders.

  • Analytical skills to evaluate community needs and develop actionable solutions.



Academic and Experience Requirements

Education:

  • Bachelor’s degree in Public Administration, Political Science, Social Sciences, or a related field. A Master’s degree is preferred.

Experience:

  • Minimum of five years of experience in public administration, community relations, or a similar field.

  • Proven experience in managing operations in multicultural or community-based environments.

  • Experience working with U.S. federal and state government agencies is highly desirable.

  • Previous leadership or managerial experience is preferred.


Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
