General Description

The Director of the American Samoa Corrections Agency (ASCA) provides executive leadership and oversight of the Agency’s operations, ensuring the effective management of all correctional facilities, inmate programs, and administrative functions in compliance with American Samoa law, federal regulations, and industry best practices. This position is responsible for ensuring the safety, security, and rehabilitation of incarcerated individuals, while also overseeing staff development, policy implementation, budget administration, and the establishment of partnerships with local, state, and federal agencies.



Key Duties and Responsibilities

  • Executive Leadership:Provide strategic leadership and direction for the American Samoa Corrections Agency, ensuring effective day-to-day operations, and acting as a key advisor to the Governor on correctional issues.

  • Facility Operations:Oversee the management of the Tafuna Correctional Facility, Juvenile Detention Center, and other correctional institutions. Ensure the safe and secure operation of all facilities, including the protection of the public, staff, and inmates.

  • Program Development and Oversight:Lead efforts to develop, implement, and monitor correctional programs aimed at rehabilitation, recidivism reduction, pre-trial services, and inmate education. Ensure all programming aligns with local and federal regulations.

  • Staff Management and Development:Supervise, train, and mentor senior staff, including wardens and facility managers. Ensure all employees meet training and certification requirements. Promote a healthy, productive work environment through clear communication, leadership, and professional development.

  • Budget and Financial Management:Develop and manage the agency’s budget, ensuring optimal use of resources. Assist in the preparation of budget proposals, monitor spending, and ensure compliance with financial regulations. Manage grant applications and oversee funded projects.

  • Policy and Compliance:Ensure the Agency complies with all local, federal, and international laws governing correctional operations. Work with legal advisors to ensure that inmate rights and departmental policies are respected and adhered to.

  • Emergency and Crisis Management:Lead the Agency’s crisis management and emergency response strategies, ensuring staff are prepared for various scenarios such as riots, escapes, or natural disasters. Maintain an effective emergency response plan.

  • Community Relations and Partnerships:Foster strong relationships with government agencies, community organizations, and non-governmental partners to enhance departmental operations and public safety. Represent the Agency in public hearings, meetings, and outreach events.

  • Reporting and Analysis:Ensure the timely preparation of operational reports, statistical data, and strategic plans for the Agency. Analyze performance and make recommendations for improvements based on data and feedback.

  • Miscellaneous Responsibilities:Participate in state and national correctional initiatives. Ensure that the Agency adheres to health and safety regulations. Take on additional duties as assigned by the Governor or designee.



Knowledge, Skills, and Abilities

  • Comprehensive understanding of American Samoa law and federal regulations regarding correctional facilities.

  • In-depth knowledge of correctional management, security operations, and rehabilitation programs.

  • Familiarity with crisis management protocols and inmate health and safety standards.

  • Strong leadership, managerial, and decision-making skills.

  • Excellent communication skills, both written and verbal, with the ability to engage diverse stakeholders.

  • Proficiency in budget management and financial oversight.

  • Ability to navigate complex legal and ethical issues in corrections management.

  • Ability to work effectively under pressure and in crisis situations.

  • Capability to manage a large team, providing clear direction and fostering a positive organizational culture.

  • Ability to analyze data and translate it into actionable strategies for improvement.



Academic and Experience Requirements

Education and Experience:

  • Master’s Degree in Criminal Justice, Public Administration, or a related field from an accredited institution, plus 10 years of progressive experience in the correctional field, including 5 years in a senior management or leadership role.OR

  • Bachelor’s Degree in Criminal Justice, Public Administration, or a related field, plus 12 years of progressive experience in the correctional field, including 7 years in a senior management or leadership role.

Additional Qualifications:

  • Demonstrated expertise in facility management, staff supervision, and the development and implementation of correctional programs.


Salary

The salary is competitive and based on experience and qualifications. Specific compensation details will be provided upon request.
